General Position Summary:

Collaborates / Directs a wide variety of assigned activities involved in the planning, execution, and detailed tracking of construction projects. May work as liaison with general contractors and sub-contractors as well as with Governmental agencies and associated personnel, while closely coordinating with internal customers; e.g. Production leadership, Sr. leadership, etc. Ensures compliance with legal requirements, building and safety codes and other regulations. Ensures jobs are completed on time and on budget; ensures necessary permits and licenses are in place as part of supervising any and all assigned projects.


Essential Functions/Responsibilities:

  • Must develop and maintain effective-positive working relationships with all internal and external personnel at all times and act as a cultural ambassador for Tosoh Quartz, Inc.
  • Coordinate the development of project timelines with the assigned team(s) and maintains proper documentation of tactical project-related activities.
    • Conduct on-site project meetings with subcontractors and construction trades lead personnel, as assigned
    • Physically inspect and monitor projects and project worksites
    • Provide spend forecasts and regular project reports to departmental Leadership
  • Budgets versus actual spends, change orders and associated impacts, Work timetable
  • Manage change-order controls as assigned including routing - processing, ensuring company is notified of changes and impacts in a timely manner including production and negotiation of changes with associated costing and contract or purchase order changes
  • Work with EH&S / departmental leadership to ensure company safety program and all applicable company policies and procedures are observed and followed.
  • Identify and mitigate risks to budget, leans, schedule, quality, and overall success
    • Assist in managing closeout processes and associated lean closures as well as warranty period for all projects
  • Review construction documents for completeness and constructability, recommends design alteration for overall cost savings working with / through appropriate resources
    • Understand, review, and manage project plans, specifications, and equipment manufacturer's data and execute assigned projects based upon said documentation.
  • May oversee specialized personnel to drive productive results. Ensures jobs are completed on time and on budget. Ensures necessary permits and licenses are in place as part of overseeing any and all assigned projects. Ensure general contractors, laborers, and subcontractors are working within all Tosoh Quartz Company policies and all associated regulations / laws
    • Ensure the overall jobsite is continually safe for workers and visitors
  • Perform other duties as assigned.



  • Interpret and understand technical information & drawings such as architectural, electrical, mechanical, structural, HVAC, plumbing, Gas and process designs and equipment specifications and office layouts
    • Practical working knowledge of all phases of design and construction
    • Understand construction law, current codes, and general building science and best practices.
  • Adept at problem solving, communicating, working efficiently and independently, handling stress, overseeing and motivating others, and constructively challenging others and/or project team members to deliver desired results. Work under limited direct leadership
  • Maintain composure and professionalism in the face of deadlines
  • Interpret a variety of instructions furnished in written, verbal, diagram or schedule form
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of the organization in partnership with more senior engineering staff.
  • Ability to use Solidworks, Excel, Word, PowerPoint and Outlook.
  • Familiarity with local jurisdictions and contracts is preferred.



  • 5 years of direct experience assisting on multiple projects simultaneously.
  • Bachelor of Science degree (B.S.) in engineering, construction science or construction management with 3 years related experience in a manufacturing environment preferred. 
  • Must be knowledgeable with Oregon AIA contracts.
  • Must have an extensive technical background and professional skills that include the ability to develop documentation, procedures, systems, and to direct other technical people. 
  • Experience interpreting an extensive variety of technical information in mathematical form and deal with several abstract and concrete variables.
  • Applied advanced knowledge of electrical currents, electromechanical systems, wiring diagrams, common electrical terminology, etc.
  • Semiconductor or automation factory experience a plus.
  • 5 years of an equivalent combination of experience and education may be considered in lieu of experience.
